This case study shows PZC measurements on Quartersawn and Riftsawn from a wood species with evident flecks: Leopardwood (roupale spp.). 16 samples were obtained by a small piece of lumber, 7 of which are approximately quartersawn and 9 are riftsawn.
Here is a summary table of the results, showing a slightly higher chatoyance on riftsawn surfaces:

The surface appearance is totally different between Quartersawn and Flatsawn surfaces.
These charts show that flecks surface is sometimes but not always less chatoyant, and apparently there is higher chatoyance in main fibers located close to flecks. Flecks are apparently more chatoyant when cut in a riftsawn surface.
